Who this program is for

Referral type

Individuals referred after shoplifting, theft, or property offenses, including first-time offenders on diversion and repeat referrals where a prior intervention did not hold.

Theft-related behavior rarely comes down to a single bad moment. It usually develops through a combination of thoughts, emotions, beliefs, environmental influences, and learned patterns. This program works on that whole chain rather than on the offense alone, which is why it focuses on the decision rather than the item.

Each letter is a week. The curriculum moves participants through awareness, insight, behavior change, empathy development, empowerment, and relapse prevention in sequence.

Session topics

Six weeks, week by week

Each session includes psychoeducation, group discussion, self-assessment, reflection activities, skill-building exercises, and homework designed to reinforce learning outside the group. Sessions are facilitated by trained behavioral health professionals.

1Recognize — Recognizing Theft Patterns, Triggers, and Risk FactorsIntroduces the foundations of theft intervention and personal accountability. Participants explore the cycle of theft behavior and identify the circumstances that contributed to their own.
2Examine — Examining Beliefs, Motivations, and ConsequencesWeighs the immediate rewards of the behavior against long-term legal, financial, emotional, and interpersonal costs. Addresses rationalization, entitlement beliefs, and justification patterns.
3Disrupt — Disrupting Criminal Thinking and Unhealthy Behavior PatternsIntroduces CBT principles and teaches participants to recognize automatic thoughts, cognitive distortions, and criminal thinking errors that drive impulsive choices.
4Empathize — Understanding the Impact of Theft on OthersVictim impact reflections and perspective-taking exercises covering the emotional, financial, and psychological effects on victims, families, businesses, and communities.
5Empower — Empowering Positive Choices and Personal GrowthBuilds skills and confidence for healthier choices, including coping strategies for stress, frustration, and financial pressure, alongside integrity and self-respect.
6Maintain — Maintaining Progress and Preventing RelapseReviews the skills that worked, and builds continued self-monitoring, accountability, goal setting, and healthy support systems into a written maintenance plan.

PAYMENT AND DELIVERY
  • Payment arrangements are available. The balance must be paid in full before the participant completes the group.
  • Live by secure video on a fixed weekly schedule
  • Male and female facilitator present in every group
  • No facility, staffing, or transportation burden for the referring court

There is no cost to the referring municipality. Program fees are paid by the participant, and payment arrangements can be made as long as the balance is paid before completion of the group.

Completion

How a participant finishes

A certificate of completion is issued only after a required final presentation in which the participant demonstrates mastery of the skills taught. Attendance alone does not complete the program.

Participants also receive three free individual or family counseling sessions, which may be used during the program or within 30 days of completion.

For referring courts

What the court receives

  • Weekly written progress reports for every participant
  • Prompt notification of absences, noncompliance, or discharge
  • Certificate of completion, issued only after a required final presentation demonstrating skill mastery
  • Direct communication with your referral officer, prosecutor, or judge, plus community service provider referrals when court-ordered
